Paypal not transfer all my money or RBS issues?

My dad sent me a hefty sum of money to me through paypal (the only way i can get money while abroad). I have a bank account here at RBS that it was transferred into. Unfortunately i only got about �70 instead of the k I was supposed to receive... Does anyone know why this happened or what I should do?
