How come when President Bush is asked if he supports Affirmative Action he doesn't give a straight answer?

He says he does not support quotas(which wasn't even asked, but he is sure to mention that because he knows most Americans feel the same way). He then says he supports diversity by telling how he has miniorties in his cabinet, which again, was not asked. But he never directly specifically answers the question. I suspect because his image consultants, advisors, public relations people tell him it is a devisive issue and it is best to appease and patronize people and play both sides of the fence instead of telling how he really feels. Now, how about some forthrightness and honesty in our leaders, doesn't that trump all other concerns-TRUTH!
