Would you call this kind of flirting creepy?

There's this guy(not some random person btw) who saw me walking so he walked p me so that he's in my line of vision. He was kind of awkward. And then he tripped and started walking slow and started side glancing and smiling. So I nervously walked p him and he gave me the once over. Then it so happens we were going to the same restaurant and he stood really close behind me in line. I keep seeing himsmiling
