Spousal Immigration Requirements?

Hi, my family lives in Philadelphia, PA. My uncle wants to sponsor his fiance from Cambodia. I understand that for this process, there requires some forms--I understand that a criminal clearance record (I'm not sure if this is the proper term for the doent) is required. How would he obtain that in Philadelphia and at what level (local, state, federal)? Thank you.
